Biography

Prof. dr. J.M. Smits (Jan, 1953) started his law studies in 1972 at University of Tiburg. He took his degree in law in 1982. After having worked for three years as a assistant professor at the Legal Faculty of the University of Nijmegen, he joined the faculty of Legal Informatics at the Utrecht University as a lecturer. Simultaneously, his first book, titled: ‘The law challenged by the computer’ was published. In Utrecht, for six years he was member of a research group, which developed a methodology for the construction of legal knowledge systems, using techniques from artificial intelligence. Various publications resulted from this research. At the same time, he got involved in the area of both national and international telecommunication law. This resulted in his Ph.D. thesis in 1990, titled ‘Legal aspects of implementing international telecommunication links; institutions, regulations and instruments’. September 1, 1992 he was appointed (half time) to the chair Law and Technology at the University of Technology in Eindhoven. Together with Bekkers in 1998 he wrote ‘Mobile Communications: Standards, Regulation, and Applications’, in 1999 followed by ‘Digital Video Broadcasting: Technology, standards, and regulation’, this time together with De Bruin, both books were published by Artech House. In 2001 appeared ‘Advances in Network and Distributed Systems Security’ with different authors. Since the beginning of 2003 he is a member of a foundation that regulates premium rate numbers Stichting Informatiediensten code (Stic). From 2003-2012 he was member of the Scientific Technical Council (WTR), which is an independent council installed by the board of the SURF Foundation, SURF is the higher education and research partnership organisation for network services and information and communications technology (ICT). He is also independent telecom consultant and (co-)founder of 2knowit BV.
